NPI PCBA vs Production Box Build: HTS Codes and Landed Cost

Sourcing modeled the board, and production shipped a box. Why this creates problems.

OEM sourcing teams usually treat the EMS program as one package: one quote, one factory, one duty line. Early builds enter as a populated board. Production enters as a boxed unit. Those can be two headings and two origins on the same award.

A PCB assembly imported as a board takes 8534.00. A finished control unit is often 8537.10. Duty can move even when the EMS provider, the SMT line, and the unit price stay the same. Fifty pilot boards entered under 8534.00 already paid that tariff stack. Filing production at 8537.10 does not refund them.

Put the pilot quantity in the first-year duty number for the year those boards crossed the border, or the model will understate the year you actually had.
