One Box-Build Quote Can Hide Two Duty Stacks
Power and the control board can each take their own heading on the entry.
The EMS provider's quoted price for a box-build program arrives as one number. Behind it is the power supply, the control board, the enclosure, and the wiring cable harness can each come from a different country. The EMS factory will still give you a Vietnam labor rate and one landed-cost number because that is how the quote is built.
In the EMS award meeting that number usually becomes one blended duty percent on the award notice. Finance accepts the percent, and customs files each heading on its own. If the control unit under 8537.10 is China origin and the power supply under 8504.40 is Mexico origin, those are two duty stacks. Rank the costly assemblies by extended cost: unit price x quantity, for the program. Write the origin as it will be exported and the six-digit heading the EMS provider will invoice.

For a control unit on that box build invoice, run heading 8537.10 before the award.
